1500.520 RELOCATION COMPENSATION 过程

皇冠8868会员登录山谷学院 may, within existing resources, authorize reimbursement of relocation expenses when it determines it is necessary to successfully recruit 和 retain a qualified 候选人 who will have to make a move from their fixed, permanent, 和 principal home, in order to accept the position. 本程序的目的 is to provide guidance 为了“自我移动”” expense reimbursement payment. 这个过程 applies to qualified new permanent employees.   1. Executive or management positions.
  2. Administrative employees in supervisory positions.

The chief human resources officer or designee, in conjunction with the appointing authority, is responsible for reviewing 和 approving the conditions under which the college will consider reimbursement for self-move expenses. 条件还包括 the availability of qualified 候选人s 和 the skills 和 qualifications of the 候选人.

Payment of relocation compensation must be within existing resources (RCW 43.03.125), 和 may not exceed a total dollar amount for all moving costs.

Per the Washington state Department of Enterprise 服务 (DES), a “self-move” is where the new employee is responsible for either hiring a common carrier directly (e.g., Allied Van Lines; Starving 学生) or for renting moving equipment (example. 拖车). If renting moving equipment, it is a single; shortest distance, one-way, one time move (not multiple trips between origin 和 destination). 新员工 pays for the services directly 和 upon completion of the move; submits receipts to 皇冠8868会员登录山谷学院. A human resources officer will audit for compliance of set allotments 和 reimburse the new employee (through the payroll process).

B. 过程

The following procedures must be followed:

  1. Prior to the relocation, the prospective employee must  read sections 60.10 60.20 of the Washington State Administrative 和 Accounting Manual (SAAM) 和 then notify the chief human resources officer or designee of the intention to seek reimbursement 为了“自我移动”.”
  2. The chief human resources officer or designee will review the documentation 和 determine 资格.
  3. Upon approval, the prospective employee must sign 和 return all documentation to 人力资源办公室. The prospective employee must provide all receipts for all expenses in which they are seeking reimbursement.
  4. Payment will not be made until the prospective employee begins work with the college.
  5. Payment will be made in conjunction with the next applicable paycheck.
  6. Payment is considered taxable fringe 和 is subject to income tax, social security, Medicare 和 other required deductions. Payment will be reported on the employee’s w - 2表.

皇冠8868会员登录山谷学院 has set a maximum allotment in accordance with DES 和 office of financial services (OFM) guidelines. Please contact the chief human resources officer or designee for maximum allotment amount.

D. 还款

If within one year of the date of appointment the employee voluntarily terminates employment, or engages in behavior that makes termination of employment necessary, the full amount of the relocation compensation payment must be repaid to the college. This amount shall become a debt owed to 皇冠8868会员登录山谷学院, 和 the employee will be liable for all cost of collection including reasonable attorney fees. 就业 offer letters or employment agreement must include notification of the repayment provision.

Termination of employment as a result of layoff, disability separation, or other good cause as determined by the chief human resources officer, or their respective designees, will not require repayment of the relocation compensation.
